The Shtamm’s House – the prosecutor’s office through the court obliged the owner of the architectural monument to conclude a security agreement

Based on the lawsuit of the Bucha District Prosecutor's Office, the court ordered the Kyiv City Council to enter into a protection contract for the architectural monument of local importance - the Shtamm’s House, located in the city of Bucha, and to restore it to its proper condition.

Since 2004, neither the owner of the specified real estate object – the Kyiv City Council, nor its direct user – the children’s sanatorium, have carried out any repair and restoration work on the building after the fire. Such inactivity led to the extremely neglected state of the architectural monument and the threat of its final destruction and destruction.

This became the basis for the prosecutor’s appeal to the court with the corresponding lawsuit, which has been satisfied for the time being.

The conclusion of the protection agreement will ensure the determination of the specifics of the regime of its use, the types and terms of restoration, conservation, repair works and other monument protection measures for its protection and preservation for current and future generations.

For reference: in July 2019, by order of the Department of Culture of the Kyiv Oblast State Administration, the specified object was included in the list of objects of cultural heritage of the Kyiv Oblast. The former estate of the engineer Stamm Werner, who at one time managed the construction of the Kyiv-Kovel railway, was built at the beginning of the 20th century in Bucha.

It is a two-story building in the neo-Romanesque style, decorated with complex brick decor. Due to its unique architecture, the manor has significant historical and cultural value. Various historical sources testify that Stamm Werner was not just a rich man, but also a famous philanthropist – he contributed to the spread of science and education in every way, in particular, he organized a school for poor village children in one of the houses located within the estate. After the events of 1917, the manor was occupied by a children’s home, and then a children’s sanatorium was located there, where children with psychoneurological diseases were rehabilitated.
